Jabril Gushiniere is a Deputy Sheriff from the South Side of Chicago and the founder of the Cook County Corrections Coalition (C4) - an officer-led nonprofit forged to confront the corruption, retaliation, and systemic failures inside one of the largest jails in the country.

He is not a spokesperson. He is not a figurehead.

He is one of the most experienced, versatile, and unapologetically bold officers in the Cook County Department of Corrections.

Over the course of his career, Jabril has worked in every active division within the jail, including:

• Division 9 (Maximum Security)

• Division 8 RTU (Residential Treatment Unit)

• Division 11

• Division 6

• Division 5

• Division 2

• Visitation Unit

• Receiving/Intake

• Video Court Operations

• Cermak Health Services

He has served on every floor, in every hallway, under every type of leadership. He knows the system inside and out - not from the sidelines, but from the trenches.

The Mission Behind C4

Jabril created C4 out of necessity, after facing retaliation for refusing unlawful orders, being removed from bid rights after an on-duty injury, and watching co-workers suffer in silence while the union and administration looked away.

He turned that pain into precision. He documented everything. Filed grievances. Won.

And when they tried to isolate him - he organized.

Today, through C4, Jabril has:

• Authored the exposé Beneath the Badge, exposing institutional misconduct

• Filed legal complaints and grievances against administrative abuse

• Guided dozens of officers through FOIA and ADA processes

• Built a movement capable of standing alone, independent of the union, unstoppable by politics

C4 is not a protest. It is a power structure.

Core Certifications & Tactical Knowledge

Jabril holds over 50 law enforcement certifications through the Cook County Sheriff’s Training Institute, including:

• Use of Force Policy 

• Sworn Supervisors Training for Grievances

• Trauma 101: Training for Correctional Institutions 

• Discrimination, Harassment and Retaliation 

• Mental Health Training for DOC Sworn Members

• Awareness and Management of Implicit Bias

These qualifications give Jabril a rare combination of tactical readiness, psychological insight, and legal fluency, making him a true weapon against injustice and a powerful voice for officer reform.
